LA Metro and LAFHBUILDS, Inc. are jointly developing surplus LA Metro property as part of the 10K Sites initiative on the Balboa Station parking lot. LAFHBUILDS was selected as the development partner in 2026, after an RFP process run by LA Metro. Egan | Simon Architecture is serving as the project architect.

Overview

‍Site plans include approximately 321 affordable homes across two buildings, space for a cultural center bookstore, a YMCA, and parking for residents. Additionally, LAFHBUILDS is working closely with the Beverly-Vermont Community Land Trust to launch a robust community engagement process, and to gather community feedback and input.

Construction will occur in two phases – one for each building. The project includes landscaped elements, featuring shade, tree plantings, and seating for people to gather. Active transportation improvements along Victory Blvd will be implemented with coordination with Metro and City of LA for improved sidewalks, bike paths, street trees, additional bike lockers, lighting, and pedestrian safety upgrades at intersections. A new commuter plaza establishes direct visual connections between these proposed improvements. Ingress and egress out of the site shall be carefully coordinated with Birmingham Community High School.
